Disclosure of Environmental and Social Safeguards Documents for the Zambia – Tanzania Interconnector Project

The Regional Energy Transmission, Trade and Decarbonization (RETRADE) Platform is the World Bank (WB) response to support countries in the Eastern and Southern African Region in enhancing energy security, resilience, and a transition toward a low-carbon energy sector. The Government of the Republic of Zambia (GRZ), through the Ministry of Energy (MoE), will implement the RETRADE Programme through the Zambia Tanzania Interconnector Project (ZTIP), with the involvement of ZESCO Limited, as set out in the Financing Agreement. The International Development Association (IDA) has agreed to provide financing for the Project, as set out in the referred Agreement. The ZTIP comprises the following components:

  • Construction of 380km of 330kV single-circuit transmission line between the Pensulo and Kasama Substations;
  • Construction of 230km of 330kV double-circuit transmission line from Kasama to Nakonde;
  • Construction of a 330/66kV Substation in Nakonde;
  • Construction of 15km of 330kV double-circuit transmission line from Nakonde to the Zambia – Tanzania border;
  • Construction of 12km of 132 kV double circuit transmission line from Nakonde to Isoka (loop in and out of 66 kV Isoka - Nakonde line);
  • Establishment of ±250MVAr Dynamic Voltage Support Devices at Pensulo and Nakonde Substations.

The ZTIP is being implemented under the World Bank Environmental and Social Framework (ESF), under which an Environmental and Social Commitment Plan (ESCP) has been developed. The ESCP sets out the Environmental and Social Safeguards (ESS) documents that shall be prepared or updated, consulted, disclosed and implemented by ZESCO under the ZTIP. Key among these documents are the Environmental and Social Impact Assessment (ESIA), which was approved by the Zambia Environmental Management Agency (ZEMA) in March 2024, the Environmental and Social Management Plan (ESMP), and the Resettlement Action Plan (RAP), which have all been prepared and updated to conform to the World Bank ESF.

Additional ESS documents that ZESCO has developed for the ZTIP include the Stakeholder Engagement Plan (SEP), Labour Management Procedure (LMP), Grievance Redress Mechanism (GRM), and Biodiversity Management Plan (BMP).

Under the Financing Agreement with the World Bank, and as guided by the ESCP, ZESCO is required to disclose the above documents, and other relevant Project ESS instruments on the ZESCO website to ensure public awareness and participation during Project implementation. Disclosed here are the ESIA, ESMP, RAP, ESCP, SEP, LMP, GRM, and BMP documents for the ZTIP.

Disclosure of Environmental and Social Safeguards Documents for the Zambia – Malawi Interconnector Project

The Zambia - Malawi Interconnector Project comprises the following components:

  • Construction of 46.6 km segment of a 400kV double-circuit overhead transmission line from the Zambia/Malawi border to the existing Chipata West 330/132/33/11kV substation, using triple-bundle ACSR "Tern" conductor on self-supporting lattice steel towers in vertical configuration, within a 50 m right-of-way.
  • Extension of Chipata West Substation to include a new 400kV switchyard with 2-line bays, 2 line-connected shunt reactors, 2 × 600 MVA 400/330kV autotransformers, a 400kV busbar system, and a new control building.
